ECAC Meeting Minutes 7/16/14
Employee Compensation Advisory Committee Meeting Minutes
Date: 7/16/14 at 4pm
Present: Mickey Jervas, Gareth Backhaus, Fiona DeRis, Melissa Noe, Donald Clawson and Kenn Basler
Absent: Maynard Forbes and Larry Klein

  • The minutes from 5/15/14 were approved as written.
  • New members Kenn and Don were welcomed.
  • Kenn inquired about the status of the employee handbook.  The handbook is approved and in use and currently there are a few minor corrections being made.  The suggestions made to further break out the benefits section by full time employee, part time employee and retiree was discussed.  Gareth noted and Melissa agreed that this was redundant and not necessary as part timers do not get benefits.  It was suggested  that because the intro paragraph to the benefits section clearly states “only full timers are eligible for full benefits” instead to do the following to make it clearer for part timers
  • Add “This program is a defined benefit program administered under the provisions of M.G.L. Chapter 32.  The Berkshire County Retirement Board Determines employee eligibility and participation.” And “Berkshire County Retirement can be reached at 413-499-1981” to the Pension section of the Handbook.
  • Add “Deferred Compensation Plan” to the title of the OBRA section and modify the summary so that it clearly stated that this is optional for full timers but mandatory for part timers and that any questions should be directed to the Treasurer.
  • The health insurance section broke out the two types of policies that are available rather than having it in the same paragraph.
  • It was agreed that it would be helpful to have representation on the committee from a part time employee and an elected official.  M. Noe will send out a memo looking for interested parties to join.
  • The committee agreed to begin working on job descriptions.  M. Noe will distribute the 6 that the committee had started on earlier for everyone to make comments and suggestions on.
  • The committee also agreed that future topics for discussion should be researching the part time and elected wages and making sure Monterey is in line with the surrounding towns and creating a better line of communication with the Select Board.
  • The topic of instituting employee evaluations was brought up again and the group was equally divided on the subject.  M. Noe was asked to find out how other small towns without a Town Administrator perform evaluations, if at all.
